Courses, dictionaries and reading tools for a new language are grouped under language learning. The listings include full courses, vocabulary apps, flashcard tools, grammar references, pronunciation guides and graded reading. Some entries cover widely studied languages, and others focus on smaller or regional ones. It helps to know which skills each one teaches, the level it starts at and whether you can practise speaking as well as reading. Some services are free and others charge or limit free use, so confirm the cost before you commit time to a course.

ichi.moe is a Japanese transliteration and dictionary service. Users enter a Japanese sentence to see it written in Latin script/romaji and get dictionary definitions for the words in it. The site notes that it works even with conjugations, but proper nouns such as personal names and most place names do not work.
Jisho is an online Japanese-English dictionary. Users enter Japanese text or an English word to find words, kanji and example sentences. Search options include romaji conversion, wildcards, unit conversion, multiple additive search terms and hashtag filters such as verb, adjective and WaniKani levels.

jpdb is a Japanese dictionary and learning system for kanji and vocabulary. It automatically teaches the kanji needed to read new vocabulary and can extract words from pasted text. It offers thousands of prebuilt decks with vocabulary from anime, visual novels, light novels and web novels, and uses its own spaced repetition algorithm.

KanjiTomo is an OCR program for identifying Japanese text from images, optimized for kanji recognition. Pointing the mouse at any image on screen performs kanji and dictionary lookup at the same time, and both horizontal and vertical text are supported. Java is required, and it has been tested on Windows 10.

It includes stroke order animations for more than 6000 kanji.
Takoboto is a Japanese/English dictionary and Japanese language learning tool that searches words written in Japanese or English using kanji, kana, romaji or latin alphabets. Example sentences and kanji information are provided for each word. The dictionary data comes from JMDict, EDICT and KANJIDIC files, and a Takoboto app is available for download.

The Multi-function Chinese Character Database presents Chinese character information, including archaic script forms, componential trees, etymologies, a full-text search of Shuowen Jiezi, an idioms collection, English-Chinese lookup and word formations. Developed by the Research Centre for Humanities Computing, it received an enhanced version in summer 2018 adding other dialect readings and new modules.
