An emulator is a program, while a ROM or disc image is a copy of a game, and the rules about making or using those copies differ by country and by title. When you compare emulators, look at the systems each one supports, how accurate the emulation is, and whether it needs a BIOS file you must supply yourself. Many listings point to third-party sources the directory does not control, so check the source and the rights before you download anything.
